{¶ 1} Plaintiff, Kermit Harris, an inmate formerly incarcerated at defendant, Grafton Correctional Institution (GCI), filed this action alleging GCI personnel wrongfully collected $170.18 from his inmate account to pay for outstanding court costs he owed.
