{¶ 1} 1) Plaintiff, James E. Ahrns, an inmate incarcerated at defendant, Lebanon Correctional Institution (LeCI), alleged several items of personal property were stolen from his cell housing unit on May 18, 2009 at a time when he was away from the unit.
