{¶ 1} Plaintiff, Jay V. Young, filed this action against defendant, Department of Transportation (ODOT), alleging that his 1996 Dodge Stratus was substantially damaged as a proximate cause of negligence on the part of ODOT in maintaining a hazardous condition in a roadway construction area on US Route 40 in the City of Springfield.
