{¶1} Respondent-appellant, the State Teachers Retirement Board of Ohio ("STRB"), appeals from a judgment of the Franklin County Court of Common Pleas that issued a writ of mandamus compelling STRB to permit relator-appellee, Janice Menzie, to purchase two years of service credit pursuant to R.C. 3307.771. For the following reasons, we reverse.
