{¶ 1} This appeal stems from a motor-vehicle accident that occurred on April 8, 2008, and the decision of the Ohio Bureau of Workers' Compensation ("BWC") to deny plaintiff-appellant, Thomas Klamert, payments from the Workers' Compensation Fund.
