{¶ 1} 1) On April 12, 2009, at approximately 4:00 p.m., plaintiff, David Zangrando, was traveling south on Interstate 75 near Lockland, Ohio, when his motorcycle struck a large pothole causing tire and wheel damage to the vehicle.
