FINDINGS OF FACT

{¶ 1} On February 11, 2009, at approximately 5:20 p.m., plaintiff, Marvin Reger, was traveling east on Interstate 90 near the entrance from Columbia Road, when a merging bus struck a loose road reflector causing the reflector to be propelled into the path of plaintiff's vehicle. Plaintiff stated the bus "ran over a road reflector which in turn shot in front of my car and hit th [sic] concrete median...
