{¶1} John Haugh, Jr. appeals the trial court's decision to uphold his reclassification as a Tier III sex offender under recently amended R.C. Chapter 2950. Haugh contends that a sergeant at the Chillicothe Correctional Institution ("CCI") erroneously told him that he could not bring legal research to the hearing on the petition contesting the reclassification.
