MEMORANDUM DECISION

FINDINGS OF FACT

{¶ 1} 1) On May 19, 2009, at approximately 7:30 a.m., plaintiff, Kevin A. Kiser, was traveling east on State Route 279 in Jackson County, when his automobile tire was punctured by a dislodged centerline road reflector. Plaintiff located the uprooted road reflector "at the 18 mile marker in the east bound lane."
