{¶1} Dennis Watkins, Prosecuting Attorney for Trumbull County, appeals from a judgment of the Trumbull County Court of Common Pleas enjoining the state of Ohio from enforcing R.C. 2950.034 against Wesley Edward Stevey, a sex offender.
