FINDINGS OF FACT

{¶ 1} 1) Plaintiff, Johnathan Sexton, an inmate incarcerated at defendant, Chillicothe Correctional Institution ("CCI"), filed this action asserting CCI personnel improperly withdrew $15.00 from his inmate account for a drug test as part of a sanction for an internal rule violation. Payment of the $25.00 filing fee was waived.
