FINDINGS OF FACT

{¶ 1} On February 29, 2008, at approximately 4:00 p.m., plaintiff, Douglas F. Retherford, was traveling west on Interstate 670 "within about one mile of the Neil Avenue/315 exit," when a preceding motorist struck a loose road reflector causing the reflector to be propelled into the path of plaintiff's vehicle.
