{¶ 1} Plaintiff, Vivian M. Briggs, filed this action against defendant, Department of Transportation (DOT), asserting that her car, a 2000 Jaguar X-J8, was damaged on March 8, 2008 while parked at the DOT District 12 garage parking lot in Garfield Heights, Ohio.
