MEMORANDUM DECISION

FINDINGS OF FACT

{¶ 1} 1) On January 20, 2009 at approximately 11:00 p.m., plaintiff, Robert W. Williams, was traveling west on State Route 39 "outside of Wellsville, Ohio," when two tires on his truck were punctured by an uprooted centerline road reflector protruding upright from the traveled portion of the roadway.
