{¶ 1} 1) Plaintiff, Louis Dec, an inmate incarcerated at defendant, Grafton Correctional Institution ("GCI"), asserted that "eleven graphite portraits of film stars" he drew were discarded during an August 27, 2007 shakedown search of his living area.
