{¶ 1} Plaintiff-appellant, Chemeca Davis, received a notice of liability from defendant-appellee, city of Cleveland, claiming that an automated camera photographed a vehicle registered to her traveling at a speed in excess of the posted speed limit, in violation of Cleveland Codified Ordinance No. 413.031. Davis appealed the notice of liability, but a hearing officer still found her liable...
