FINDINGS OF FACT

{¶ 1} 1) On or about April 22, 2008, plaintiff, Tyrone Card, an inmate incarcerated at defendant, Southern Ohio Correctional Facility ("SOCF"), was transferred from a segregation unit to suicide watch for one day. Plaintiff's personal property was inventoried, packed, and delivered into defendant's custody incident to this transfer. Plaintiff maintained SOCF staff failed to pack all his personal property...
