{¶1} Plaintiff-appellant, Tom Messer, the administrator of the estate of Eva Waddle Huesman (the decedent), appeals the judgment of the Butler County Court of Common Pleas granting summary judgment in favor of defendants-appellees, Butler County Board of Commissioners, Deputy Brian Oswald, Sergeant Kent Hall, Misty Addis, and the Butler County Sheriff's Office.1
