{¶1} Appellant, Paul R. Hitchcock, appeals the judgment of the Lake County Court of Common Pleas, denying his Petition to Contest Reclassification and classifying him a Tier II sex offender. The fundamental principles of the "separation of powers" doctrine as written by our forefathers in our United States Constitution is inviolate, and, therefore, mandates reversal of the decision of the court below.
