{¶1} On or about December 12, 2007, appellee, Nicholas Hartman, Jr., received a Notice of New Classification and Registration Duties based on Ohio's Adam Walsh Act, R.C. 2950.01, et seq. The notice indicated that appellee was being reclassified under the new tiered system.

{¶2} On January 25, 2008, appellee filed a Petition to Contest Reclassification with the Court of Common Pleas of Richland...
