{¶1} Prior to August of 2008, appellee, Jeremy Weikle, received a Notice of New Classification and Registration Duties based on Ohio's Adam Walsh Act, R.C. 2950.01, et seq. The notice indicated that appellee was being reclassified under the tiered system.
