EDWARDS, J.
{¶1} Appellant, Donald C. Coen, appeals a judgment of the Stark County Common Pleas Court finding him liable for civil penalties and subject to injunctive relief for violations of the State of Ohio Fire Marshal's Bureau of Underground Storage Tank Regulations (BUSTR) codified in R.C. Chapter 3737 and the rules promulgated thereunder.1 Appellee is the State of Ohio ex rel. Marc Dann.
