{¶1} Appellant, Jay R. Vernon, appeals the judgment of the Lake County Court of Common Pleas denying his petition to contest his reclassification as a Tier III Sex Offender under Am. Sub. Senate Bill 10, Ohio's enactment of the federal Adam Walsh Act, incorporated into Ohio law at R.C. Chapter 2950, due to his conviction of rape.
