{¶1} On or about December 1, 2007, appellee, Eric Jimison, received a Notice of New Classification and Registration Duties based on Ohio's Adam Walsh Act, R.C. 2950.01, et seq. The notice indicated that appellee was being classified as a Tier II sex offender.

{¶2} On March 7, 2008, appellee filed a Petition to Contest Application of the Adam Walsh Act with the Court of Common Pleas of Richland...
