{¶1} On or about November 30, 2007, appellee, Jimmy Means, received a Notice of New Classification and Registration Duties based on Ohio's Adam Walsh Act, R.C. 2950.01, et seq. The notice indicated that appellee was being classified as a Tier III sex offender.
