{¶ 1} In this administrative appeal, defendant-appellant Village of Tremont (Tremont) appeals from a trial court decision rendering judgment on the pleadings in favor of plaintiff-appellee James O'Neill. Tremont contends that the trial court erred in substituting its judgment for that of the Tremont Village Council. Tremont also contends that the trial court erred in concluding that the council members could not be neutral...
