{¶1} Appellant, the Ohio Liquor Control Commission ("appellant" or "the commission"), filed this appeal seeking reversal of a judgment by the Franklin County Court of Common Pleas finding in favor of appellees, Robert and Sherry Morgan, dba Dew Drop Drive Thru ("appellees" or "the permit holder"), in their Chapter 119 administrative appeal.
