OPINION

HENDRICKSON, J.

{¶1} Petitioner-appellant, Jared Brewer, appeals a decision of the Butler County Court of Common Pleas dismissing his petition for removal of sex offender registration requirements without a hearing. For the reasons outlined below, we reverse the decision of the trial court and remand.
