{¶ 1} On January 17, 2007, employees of defendant, Department of Transportation ("DOT"), conducted a tree-trimming operation along the right-of-way of State Route 60 in Wyandot County, between mileposts 8.6 and 8.7. Plaintiff, Mary Rachel Carr, who lives in a house adjacent to State Route 60 asserted her microwave/range and computer were damaged on January 17, 2007 by a surge in the power line providing electricity to her residence...
