{¶ 1} 1) On March 30, 2008, at approximately 8:45 a.m., plaintiff, Catherine M. Dowling, was driving her 2003 Ford Taurus on Interstate 75 South, about "4 to 10 miles north of the (Cincinnati)/Dayton exchange," when the vehicle struck concrete debris laying on the roadway.
