{¶ 1} On January 17, 2007, employees of defendant, Department of Transportation ("DOT") conducted a tree-trimming operation along the right of way of State Route 60 near Lowell, Ohio, in Washington County. Plaintiff, Charles E. Crum III, who lives in a residence in Lowell, related he arrived home from work about 3:00 p.m. on January 17, 2007 and discovered several electrical items in his home would not operate and several breakers...
