{¶ 1} Defendants-appellants, police officer Theodore Shaffer and the city of Cleveland Heights (jointly referred to as "the city"), appeal the trial court's decision denying their joint motion for summary judgment on the claim that they are immune from liability under R.C. 2744.02(C).
