TYACK, J.

{¶1} Relator, Beth M. Kleja, filed this action in mandamus seeking a writ which compels the State Teachers Retirement Board ("STRB") to vacate its decision denying her disability benefits and which compels the STRB to enter a new order granting the benefits.
