{¶ 1} In this appeal, we consider whether the administrator of workers' compensation abused his1 discretion in defining the term "subscriber" as contained in former R.C. 4123.32(A). For the reasons that follow, we hold that he did not abuse his discretion, and we affirm the court of appeals' judgment.
