{¶1} On February 28, 2008, appellant, Lonny Aleshire, Jr., attempted to file a "complaint" via affidavit with the Clerk of Courts against Licking County Sheriff Detective Chris Slayman. The clerk refused the filing and referred the matter to the prosecutor's office. The prosecutor did not respond, so appellant sent his affidavit to the Honorable Jon R.
