{¶ 1} On March 23, 2008, at approximately 8:07 p.m., plaintiff, Christopher Majewski, was traveling north on State Route 252 between Snell Road and Redfern Road in Lorain County, when his automobile tire was punctured by an uprooted centerline road reflector laying on the traveled portion of the roadway.
