MEMORANDUM DECISION

FINDINGS OF FACT

{¶ 1} On March 2, 2008, at approximately 10:30 a.m., plaintiff, Sue L. Smothers, was traveling north on State Route 103 "about a mile out of the village of Chatfield," when the rim and tire on her 2006 Ford Freestyle were punctured as the vehicle ran over a dislodged centerline road reflector.
