FINDINGS OF FACT

{¶ 1} 1) On March 15, 2008, at approximately 1:30 p.m., plaintiff, Abdul Shabazz, was traveling west on State Route 161 in Licking County, when his automobile struck a pothole causing tire and rim damage to the vehicle.
