FINDINGS OF FACT

{¶ 1} 1) On February 15, 2008, at approximately 12:30 a.m., plaintiff, Albert E. Hudgins, II, was traveling north on Interstate 75 near milemarker 27 in Butler County, when his automobile struck a pothole causing tire and rim damage to the vehicle. Plaintiff related that immediately after his property damage occurrence a state trooper from the local Ohio State Highway Patrol Post arrived at the scene...
