YOUNG, J.

{¶1} Plaintiff-appellant, Jeanette Baltodano-Werle, appeals a decision of the Montgomery County Court of Common Pleas, which dismissed, on jurisdictional grounds, her administrative appeal of an adverse decision by the Ohio State Dental Board (the "Board").
