{¶ 1} On May 7, 2007, appellant former city of Canton Director of Public Safety Bernard Hunt issued a letter to appellee, City of Canton Police Department Chief Dean McKimm, ordering him to comply with certain issues. Pertinent to this appeal is the reassignment of Sergeant John Dittmore from the gang task force.
