{¶1} In 1985, appellant, Dennis Sapp, was convicted of murder in violation of R.C. 2903.02, and was sentenced to fifteen years to life. In 2003, the Department of Rehabilitation and Corrections requested a sexual predator hearing to determine appellant's status pursuant to the Sex Offender Registration Act, R.C. Chapter 2950.
