FINDINGS OF FACT

{¶ 1} 1) Plaintiff, Corey E. Thayer, an inmate incarcerated at defendant, Ohio State Penitentiary ("OSP"), states 50% of his monthly state pay has been withheld by OSP staff for a thirty-seven month period dating back to June 2004.
