The defendant pleaded guilty in federal court to attempting to engage in illicit sexual conduct in foreign places in violation of 18 USC § 2423(c) and (e) in connection with an incident in which he attempted to solicit sex from an undercover agent in Cambodia whom he believed to be 17 years old, and arranged to have the undercover agent procure an 8-year-old child for sex with the defendant....
