After an investigation implicated petitioner, a prison inmate, in a scheme to extort goods and money from other inmates as well as a gambling ring, he was charged in a misbehavior report with various prison disciplinary rule violations. A contemporaneous search of his cell purportedly recovered synthetic cannabinoids and related packaging, resulting in a second misbehavior report charging him with additional rule violations.
