On January 28, 2017, the plaintiff Michael McNulty (hereinafter McNulty), who was operating a police motorcycle in his capacity as an officer of the defendant Port Washington Police District (hereinafter PWPD), allegedly collided with a PWPD vehicle operated by his coworker, the defendant Nicholas Cangemi.
