Ordered that the judgment is modified, on the law, (1) by deleting the provision thereof, in effect, annulling those portions of New York City Loft Board Order Nos. 4416 and 4362 which rejected the tenants' proposed withdrawal of their coverage applications as against public policy and remitted the coverage applications to the Office of Administrative Trials and Hearings, and substituting therefor...
