After he threatened to torture his female escort officer, petitioner was charged in a misbehavior report with harassment, making threats, violating a direct order and violating facility movement procedures. At the conclusion of the tier III disciplinary hearing that followed, which was held in petitioner's absence, the Hearing Officer found petitioner guilty of harassment and making threats and not guilty of the remaining charges.
