While petitioner was on an authorized mail watch in 2014, four outgoing letters from him were intercepted in the mail room and evaluated by a correction officer who was trained in gang activity. In the letters, petitioner, among other things, requested that the recipient smuggle marihuana into the facility, providing instructions on how to do so during a visit, and requested certain gang-related information. Petitioner was charged in a misbehavior report with gang activity...
