In 2011, petitioner's application for participation in the family reunion program (hereinafter FRP) was denied based upon the drug-related disciplinary determination and he was informed that he could reapply for consideration upon his completion of a comprehensive substance abuse program, including, among other things, participation in 24 sessions...
